Explanation on granting, rejecting, maintaining certification, expanding or narrowing the scope of certification, updating, suspending, restoring or revoking certification and re certification registration

1. Granting certification

When the audited organization meets the following requirements, certification shall be granted:

1) Formally submit the certification application and promise to comply with the company's certification requirements;

2) Having valid legal status (business license, production/operation license, and/or qualification certificate);

3) The audit findings of the initial certification audit/expanded certification field certification audit indicate that the establishment, implementation, and maintenance of its management system comply with the selected certification standards (specific certification project specifications recognized by the management system standards);

4) The corrective measures for non conformities have been verified to have been completed within the prescribed deadline and are effective;

5) The certification fee has been paid in accordance with the provisions of the certification contract.

2 Refusal of authentication

The evidence provided by the applying organization is insufficient to prove that the certified organization's management system meets the requirements of certification standards and company regulations. If the applying organization's corresponding management system is rejected, certification registration can be carried out in the company.

3. Maintain certification

3.1 Supervision and Audit (including Non routine Supervision and Audit)

Certified clients/certification conversion application organizations are allowed to maintain certification when they meet the following requirements:

1) Has undergone supervision and audit according to the prescribed frequency and cycle;

2) The audit findings indicate that the implementation, maintenance, and continuous improvement of its management system comply with the selected certification standards;

3) Effective legal status;

4) The corrective measures for non conformities identified in previous internal and external audits remain effective;

5) The product, environment, and/or safety have passed the supervision and inspection/monitoring of the national competent department;

6) Customer and/or related complaints have been effectively addressed;

7) The corrective measures for non conformities in this audit have been verified to have been completed within the prescribed deadline and are effective;

8) No misuse/abuse of certification marks, certification certificates, or misleading promotion of certification status has occurred;

9) The certification certificate provided by the organization applying for certification conversion is valid;

10) The certification fee has been paid in accordance with the certification contract.

3.2 Special Audit

Special audits include:

1) When the complaint is related to the certified customer, necessary on-site investigations are conducted to confirm the effectiveness of their management system;

2) When the certified customer undergoes the following changes, necessary on-site audits are conducted to confirm the ability of their management system to continuously maintain compliance with certification standards:

Legal status (business license, production/operation license, and/or qualification certificate), business status, organizational nature, or ownership change;

Changes in management (including key management, decision-making, or technical personnel) or organizational structure;

Change of address and/or regional venue;

Changes in the scope of operations covered by the certified management system;

Significant changes in management systems and processes.

3) Track and audit suspended authentication clients.

3.3 Re certification

The certified customer formally submits a re certification application before the expiration of the certification certificate. After re certification review and evaluation by the technical department in accordance with the "Maintain Certification Management Procedure", when the requirements are met, a certification decision is made to approve the renewal of certification, which is submitted to the general manager for approval.

4. Expand the scope of certification certification

1) The current certification certificate is valid;

2) The audit found that the expanded scope of certification applied for partially meets the requirements of the certification standards and is covered by its management system;

3) The products, environment, and/or safety involved in expanding the scope of certification shall be subject to supervision, inspection, and monitoring by the competent national authorities;

4) The corrective measures for non conformities in this audit have been verified to have been completed within the prescribed deadline and are effective;

5) The certification fee has been paid in accordance with the certification contract.

When the certification decision is not to allow the expansion of the certification scope, the comprehensive department will notify the corresponding customer of the certification decision and explain the reasons.

5. Narrowing down the scope of certification

When any of the following situations occur, the scope of certification shall be reduced:

1) The certified customer formally submits a written application to narrow the scope of certification;

2) The audit findings from supervisory audits, re certification audits, or special audits indicate that:

Changes in business license, production/operation license, qualifications or management system coverage result in a reduction in the scope of certification;

Changes in the activities and operations of certified clients, or changes in applicable laws, regulations, product standards/specifications, or other reasons that result in some products, activities, and geographical locations within the scope of certification continuously or seriously failing to meet certification requirements;

The reduction of products, activities, and/or geographical locations within the scope of certification;

Failure to take effective corrective measures for non conformities in the certification scope related to customer and/or stakeholder complaints;

Part of the products, environment, and/or safety have been inspected/monitored by the national regulatory authorities as unqualified and have not been corrected;

3) After review and evaluation by the technical department, it has been confirmed that the scope of certification should be narrowed down.

6. Suspend authentication

6.1 If any of the following situations occur to the certified customer, the certification shall be suspended (including partial suspension of certification scope):

1) Formally submit a written application to suspend certification;

2) Not accepting supervision audits or re certification audits according to the prescribed frequency and deadline;

3) The application for supervision and audit extension is not approved by the company or does not accept supervision and audit or re certification audit;

4) Not accepting supervision and inspection by national certification and accreditation authorities or necessary special audits by the company;

5) The production/operation license or qualification has been suspended by the national competent department;

6) The audit findings of the supervisory audit indicate that certain parts of its management system or certification scope continue or seriously do not meet certification requirements, including (but not limited to):

The corrective measures for non conformities have been verified to be incomplete or ineffective within the prescribed deadline;

Non conformities that belong to the same clause requirements of the certification standard occur continuously.

7) Failure to report changes that seriously affect the continuous compliance of its management system with certification standards to the company;

8) The product, environment, and/or safety have been inspected/monitored by the competent national authorities and found to be unqualified, and have been publicly announced in the media;

9) The complaint investigation shows that the customer or related party's complaint is true and does not meet the certification requirements, but no corrective measures have been taken;

10) Using or abusing certification marks, certification certificates or audit reports, misleading promotion of certification status, failure to correct or cause serious consequences after being warned by the company;

11) Other behaviors that violate the certification contract, such as delaying the payment of certification fees.

The suspension period for certification usually does not exceed 3 months, with a maximum of 6 months.

During the suspension of certification, the customer:

1) The management system certification is invalid, and the use of certification marks, certification certificates, and promotion of certification status must be stopped;

2) Resolve the issue that caused the suspension;

3) Prepare to undergo necessary tracking audits.

7 Revocation of Certification

7.1 If any of the following situations occur to the certified customer, the certification shall be revoked:

1) Formally submit a written application to suspend certification due to changes in certification requirements or other reasons;

2) Invalidation of legal status, such as cancellation/revocation of business license, production/operation license or qualification;

3) Failure to report changes in organizational name, address, or legal representative to the company or apply for renewal of certification certificate;

4) During the suspension of certification period:

L has not taken any measures to address the issue of suspension or the solutions have been verified to be ineffective;

Not stopping the use of certification marks, certification certificates, or certification status promotion within the suspended scope;

I do not accept necessary on-site tracking audits from the company.

5) After being narrowed down in the scope of certification, not stopping the use of certification marks, certification certificates, or certification status promotion within the narrowed scope of certification;

6) Product, environmental, or safety accidents occur, causing serious impacts;

7) Providing information that is seriously inaccurate and fraudulent, causing serious impact;

8) Violation of certification contract or agreement:

Misuse or abuse of certification marks, certification certificates or audit reports, or misleading promotion of certification status, causing serious impact;

Altering the content of the certification certificate;

Borrowing others to use certification certificates or certification marks;

Refusing to pay the certification fee.

Refusing to accept inspections by the National Accreditation Service/local regulatory agencies and confirmation audits by the National Accreditation Service without justifiable reasons.

9) Failure to notify the company in a timely manner due to the use of certification marks, certification certificates, or declaration of certification status, resulting in or filing lawsuits against other organizations;

10) Transferred to other certification bodies without requesting cancellation of certification.

11) Those who have been suspended for more than 6 months without receiving corresponding processing.

Organizations that revoke certification must:

1) The use of certification marks, certification certificates, and promotion of certification status must be stopped;

2) Return the certification certificate

 

8 Recovery authentication

8.1 For certified organizations whose certification qualifications have been suspended, after receiving written application materials from the organization to resume the use of certification certificates, if it is confirmed that effective corrective measures have been taken within the prescribed period to meet the relevant requirements again, the organization will be notified in writing to resume the right to use its certification certificate after approval by the general manager, and subsequent audit arrangements for the corresponding management system of the certified organization will be resumed.

8.2 For certified organizations whose certification qualifications have been suspended, if the effectiveness of the corrective measures taken by the organization is confirmed through re audit, the company will notify the organization in writing of the resumption of its use of the certification certificate in the form of an audit report; If the effectiveness of the corrective measures taken by the organization is confirmed through other means, a written notice from the company to restore its use of the certification certificate will be notified to the organization in the form of a "Certification Certificate Restoration Notice".

8.3 For certified organizations whose registration and certification qualifications have been revoked due to violation of certification regulations, regardless of whether they originally obtained registration and certification qualifications in the company or other certification institutions, the time for the company to accept their certification registration application again shall not be less than 12 months from the date of revocation of their certification qualifications.
