1. Purpose and Scope

1.1 To ensure the timeliness, accuracy, and standardization of information communication between certification bodies and certified clients, this document is formulated.

1.2 This document specifies the rules for the communication of information between certification bodies and certified clients, applicable to the communication of relevant information between certification bodies and certified clients.

2. Content and requirements of the notification

2.1 Content of the notification

When there are any changes to the certified customer management system, service standards, service content, and certification related information, including but not limited to the following, it is necessary to promptly notify the certification body. The notification method is instant notification:

1) Replace the legal representative and management representative;

2) The scope of operation covered by the certification management system has changed, such as changes in the product/service and related design, production, and sales within the certification scope expressed as "product category";

3) Significant adjustments have been made to the organization and management, including adjustments to important personnel, equipment, facilities, or other important resources;

4) Significant changes in management systems and processes;

5) Supervision and spot checks conducted by national, industry, and higher-level supervisory departments;

6) Major customer complaints and quality accidents have occurred;

7) Changes in the nature and name of the enterprise;

8) Changes in applicable laws and regulations;

9) Other changes such as name, address, website, contact phone number, fax number, and email address.

2.2 The certification body provides and updates the following information to the customer:

1) Explanation of the certification process (such as application, initial review, supervisory review, and re certification review, granting or rejecting, expanding or narrowing the scope, suspending and resuming, revoking, updating certification processes, etc.);

2) Changes in national certification policies and regulations;

3) Changes in regulatory requirements for management system certification;

4) Changes to service certification standards requirements;

5) Information on the fees required for application, initial certification, and maintaining certification;

6) The use of references and logos for certified customer certification qualifications;

7) Information on complaint and appeal handling procedures;

8) Change of communication address, telephone number, etc. of the certification body;

9) Other changes related to certification requirements, such as (but not limited to): audits with shorter advance notice in special audits, where the certification body may need to conduct audits after notifying the certified customer in advance in order to investigate complaints (see "Handling of Complaints, Complaints, and Disputes"), respond to changes (see 2.1), or track suspended customers (see "Certification Rules and Procedures");

10) Without affecting the security of certification work, when requested, certification bodies can provide confirmation of the validity period of specific certifications through internal LAN or system software and uncontrolled files.

2.3 Notification Requirements

2.3.1 Requirements for Certified Customers:

1) Comply with certification requirements;

2) Provide conditions for the implementation of audit activities (including initial audit, supervisory audit, re certification audit, and resolution of complaints);

3) Provide necessary working conditions for auditors who come to the site to carry out audit tasks.

2.3.2 The materials for immediate notification should be reported to the certification body within two working days from the date of occurrence.

3. Rights of certified organizations

1) Promote within the certified business scope and use certification certificates and certification marks in accordance with CCAC requirements;

2) Have the right to appeal CCAC's audit activities, certification decisions, and supervise auditors, and may file complaints with accreditation bodies and/or national certification and accreditation supervision and management authorities;

3) Require CCAC to commit to keeping confidential the organization's secrets obtained during the audit;

4) Different opinions can be given to the auditors and audit plan;

5) Can propose to cancel part or all of the certification scope;

6) Visit the CCAC website or call CCAC to learn about the list of companies that have obtained CCAC certification.

4. Obligations of certified organizations

1) Always comply with certification standards and relevant provisions of CCAC public documents;

2) The certified organization shall undergo at least one post certification supervision and audit annually during the certification period;

3) Make all necessary arrangements for conducting audit activities and resolving complaints, including preparing documents for review, opening all areas, providing records (including internal audit reports), and cooperating with relevant personnel;

4) Correctly use certification certificates and certification marks (see "Rules for the Use of Certification Certificates and Certification Marks"); The suspended certified clients shall not engage in any activities using the certification certificate during the suspension period; Certified customers whose certification has been revoked or organizations whose certification validity period has expired should destroy and not use the certification certificate and related certification documents again according to regulations;

5) When there is any change in the name, registered address, mailing address, business address, ownership, organizational structure, management system coverage, merger or restructuring, production process of main products, qualification certificate, contact phone number, fax, email, legal representative, top management, management representative, contact person, etc. of the certified organization, CCAC shall be notified in writing in a timely manner;

6) After the fixed multi venue change of the certified organization, it should be promptly reported to CCAC so that CCAC can maintain the latest venue list. Failure to provide these change information will be considered as misuse of the certification certificate, and corresponding measures will be taken according to the procedure;

7) The certified organization shall strictly comply with laws, regulations, and relevant requirements, and shall establish an information notification procedure. If it does not comply with applicable laws and regulations, or if there are significant changes in the management system, or if national and local spot checks on products or environmental/occupational health and safety monitoring do not comply, or if there are major product quality accidents or safety accidents/environmental pollution accidents, or major complaints from customers/stakeholders, it shall report to CCAC within ten days;

8) CCAC will continuously verify the organization's compliance with laws and regulations through regular supervision and audits, as well as necessary periodic spot checks (see "Measures for Handling Appeals, Complaints, and Disputes"); The certified organization shall accept the supervision of accreditation bodies such as CNAS confirmation audit and CNAS witness review; The certified organization shall undergo non routine audits, irregular supervisory audits, audits notified within a short period of time, and supplementary audits by CCAC;

9) Timely payment of certification related fees;

10) When the certified organization intends to change its business scope, it should apply to CCAC and submit relevant materials according to CCAC's requirements;

11) Instant notification system: All certified organizations must report major accidents to CCAC immediately. The content of the notification includes the basic situation of the accident, the response measures taken, an explanation of the implementation of the measures, etc., and fill out the "Major Accident Report".
